The Supreme Court rulled that unless the court already found otherwise police cannot be sued. So the only way to deal with it is to go to the department that police officer is a member of and file a complaint. Said complaint will then be ignored unless the politicians get angry

in American politics "law and order" has been a hot catch phrase for decades and decades. it plays on the fears of people who more than likely know nothing about actual crime, the probability of it, or the cause of it, things like what permits officers to use force, or their own rights the people who promote it are too rich and get special treatment from police and the voters who believe it have never personally had their rights violated by police, or they have and they obeyed and apologized and thanked the officers through the whole thing. I don't think there is any way out of this, it's so complicated yet so simple, and you just can't wake everyone up or someone would have been successful by now this is not the justice of a peaceful nation, but no one has ever accused America of being peaceful (except that we haven't had war on our own soil since 1890) or eagerly investing in it's own people to solve obvious problems. it's more our politician's MO to make laws criminalizing behavior they don't like, or want to discourage, and completely ignore or deny the root cause of the problem = "law and order!"
