I think police are trained to say "stop resisting" during arrests like this as a kind of performance art. They know the bodycam will possibly be played for a judge or jury, and hearing that phrase will be led to the conclusion that the person was in fact resisting. My uninformed opinion is that police like this one are looking to "tune up" anyone who is even mildly disrespectful.
