That's not the only thing people like about Arena Shooters, Monty. A major component of the Arena Shooter is equal starts and map pickups. With class based games, you never know for sure what class your opponent is going to spawn as, and when your opponent dies, they usually have a chance to change class. This adds an element of randomness which you can't strategize around and gives players who die an advantage. Map pickups allow people to come up with strategies to give themselves an advantage. If you've died, you need to claw your way back. These elements, elements that define the Arena Shooter genre, are completely missing in Lawbreakers.

Lawbreakers didn't violated your third rule, if you look at others hero shooter games what you have there? lowerskill palladins, old and buggy tf2 , casual ow and final one quake champions, Hero shooter genre is empty if you compare to others videogames genres. Lawbreakers was good game and there where it tryed to focus was only one in this place. Everyone who wanted something more skill focused (with unreal tournament style) it was perfect game to play. HeavySandvichGuy1 yeah old doesnt mean nothing , but its bugy and valve doesnt even know how to make balance to weapons and characters. Hero shooter is empy , people play it because there is not much others games in this ganre. Thats maybe reason why tf2 live until today. If somebody would create copy of tf2 (like paladins from ow) ,but with normal ballance and without these random elements, it would replace tf2 without problems.

It also has horrible aesthetics. There are tonnes of colours on the maps and there is no consistent colour scheme to the maps themselves. On top of this the character silhouettes look horrible and indistinguishable from each other. Not to mention their bland mostly black models create for a boring unrecognisable colour palette
