You were right about the NZT being in his bloodstream when bleeding out in front of Eddie in the apartment by the reason is because a few seconds before the Russian monster explains/flexes a bit on Eddie by explaining how he doesn't even appreciate NZT properly because by melting it and injecting it into his blood its more effective and longer lasting. That's why Eddie drinks the blood. Minor detail and I definitely feel like an "Erm actually" guy right now

while what you said is true. Eddie would've had to blood transfusion the russian mobster's blood straight into his own blood stream in order to experience the "more effective" version of NZT. drinking the blood would go to the stomach and digestive tract, essentially absorbing it the same way the body would absorb it in pill form.
