NVM just have to finish larry's sidequest so uh i'm on my second playthrough for sotws and for some reason i can't get this lad to spawn i've stolen his stash. is there anything else to do to get him to spawn? (on my first one i got him to spawn, now i can't)

No he is KillJOY

He didn't join the Joyboys, he killed one of the 3 Joyboys on the island named T. P which caused the 2 other Joyboys to hide out in the trash village til the cost was clear. Will is merely wearing T. P's mask as a trophy/souvenir to look scary, hence his last name being "Killjoy." Tho unfortunately Will gave into the Joy T. P had on him since after Will does his deadly attack, he will get +Withdrawal status effect on him.
