Kang seems to be imprisoned there - caught in a loop. He’s genuinely mystified when he finally crosses the threshold. Sylvie actually sets Kang free. Kang needed this to happen exactly as it did. The loop could explain Mobius leaving the ring stain on the coffee table but being unaware. It’s because it keeps repeating.

The “Kang” that showed up is actually a variant and not the same one that’s gonna appear in Ant Man Quantumania. The Kang we met in this episode was actually Immortus, a much calmer version of Kang and one who regrets everything he’s ever done. Immortus just like he said in the episode was keeping variants of himself from starting a multiversal war and that includes the evil Kang. And at the end, I think Loki got sent to a timeline where the evil Kang has “gotten” out or has been ruling the TVA. Notice when B-15 says “what does he want us to do? just let it branch out?” I think this is part of the multiversal war that evil Kang in that timeline is doing
