If you have to fix this problem you will have to pay a lot like Japan. They built underground 10 football fields to drain flood water. They use airplane jet engine for pump flood water into the sea.

If you walk through flood water in a city not only is there high chance it is contaminated with sewage there could be a man hole cover blown off leaving a very deep hole for you to fall into possibly dragging you into the sewer never to be seen alive again.
