Cool to see. But i wonder if the the cylinder is cracked. The low oil & water intrusion both kinda support this.

The power unit being submersible was either a replacement or modernization. A lot of the older relay controllers were 220-240VAC, the original power unit was likely a dry type. The fright elevator at my old job which is now history (building was demolished) was a 5HP 208V 3PH hydro power unit.
