Teeth Grindstone, only need 1, per district. Medical Beds, increased used with increased industry. "What were we doing here?" - You were building the foundation on which you had planned to put more water wheels. But it looks like you were only planning them 1 deep, instead of the 3 deep in the channel beside it. 1 layer at a time I guess.
