He did eat the barrier in the beginning, but was only able to do so by consuming Veldora along with it seeing as the barrier had to be taken down by both sides completely since it was created to keep Veldora from escaping and anyone from the outside taking it down. The barrier Michael created was only to keep others and their attacks out, so it was useless against Rimuru.
