She's not bowing down. It's an artful way to introduce the obvious. And, when making an ask as a newbie, it's wise to be gracious when challenging the old guard. Legislation can't be passed with out a majority vote among senior legislators. The way she speaks with some deference and logic makes it more likely she won't be tuned out and her ideas discussed.

A "Common Sense" rule. Which means it hasn't got a snowball's chance of being enacted without some sort of escape clause, so it can be ignored at will.

Totally agree & support. Congress should periodically review every law to see if it is accomplishing its intended purpose, does it need modification, or is it even needed? Plus, congress will have less time to write new laws when they have to review the morass of laws already on the books. This should apply to all laws, not just new law.
