It isn't though. The whole premise in Portal is that it can only fire onto portal tiles. If different games used portal tiles or something similar, it could be a perfectly balanced mechanic.

This is an actual mod of this that was once played by Darbi from BTG, and it was pretty chaotic. But imagine this mod it a SMM2 game, maker levels would be tooken to a whole new level of fun and chaos.
