Having taken the night off to deal with his grief over a mother's death, Mark thinks he may have blown his first meeting with new ER chief William Swift (Michael Ironside) when he shows up nearly two hours late for a meeting.

Such cases are usually reserved for 'all hands on deck' emergencies, like pile-up crashes or terrorist attacks. A much more common occurrence is when a doctor doesn't show up to work, or has an emergency and has to leave. In those cases not everyone is called in.

That was Michael Ironside as the new Chief of Surgery. He usually plays the bad guy like in Total Recall or a Tough Guy in the V Movies and I believe TV Series. I never saw that Submarine TV Series. I guess he is a good actor.
