Martin Jacques: “When China rules the world, or doesn't”

In this rather difficult interview with Martin Jacques, author of “When China rules the world”, I tested him on his thesis that China will indeed “rule the world” and if so, how.
I tried to draw out from the author the specifics of what China’s dominant role will mean in terms of institutional, values and roles, but frankly he had none to offer.
I also tested the idea that perhaps the West is not in decline, that it has its own ability to renew itself. But this line of questions appears to have attracted the Chinese digital vigilante in the comments section below.
As a rule I do not edit comments, but some of the comments below are clearly personal attacks. I now understand why some publishers switch off comments on any rational discussion of China. I continue to welcome alternative views.
These interviews are meant to test ideas and I allow the guest to state his case without interpretation. Viewers who wish to get a sense of my own engagement with China will find them in my other videos and writings.

Kishore Mahbubani called the current Chinese government system (CCP, i.e. Chinese Communist Party) the "Chinese Civilization Party". Please note CCP has about 90 million members (6.6% of population), plus their family members, it is 250 to 300 million people (20% to 25% of population). CCP includes a very large percentage of college graduates, and most of the people who are interested in politics. The central ideas of the Chinese governance system are (1) select, officials must past through qualification exams; (2) elect, within the number of qualified officials, and (3) monitor and accountability, the officials in position are not just let along, the are monitored and held accountable. For example, everyone knows China has been quite successful in fighting the COVID pandemic, but few know that more than 10,000 CCP officials lost their positions due to their performance are not up to expectation in fighting COVID. A governing system of select, elect, and monitor; compare to the voting democracy system where politicians try everything to get elected and then once elected can basically do whatever ....

I am quite surprised how this interviewer does not really understand the Chinese society, its history and its current status (including its people). He really knows China only superficially, with most of the judgemental attitude based on western view and western perception. It is really a pity.

And thanks heavens for that! It spared me from going through tons of badly founded speculation and China bashing and set me on the way to discover and avidly follow all the amazing things that have happened since. OMG! At the ending part of this interview, realised that the host is so “western-brainwashed”, by assuming that the Western values are the ultimate and the best benchmark. He presumes that the youngest Chinese generation must have their “western-minded” individualism voices. In fact the youngest generation has much more self confidence and pride over than their parents on China’s future. This reflects exactly why the West and those western-educated people like this gentleman don’t “capture” the Chinese mindset, don’t understand how Chinese system works, what’s their Chinese cultural strength and determination that lead to a “miracle” development in last 40 years. West has no clue why CCP leadership is so effective and efficient in governance.

The youngest 90s and 00s generations are the most patriotic and pro-CPC minded Chinese generation since ever and this interviewer dude presumes they're western-minded. Totally not up to date with how they think! 😂 This is the generation that grew up with China becoming ever more affluent, especially the post-00s. They *don't* look up to the west as an example for them to follow at all. The generation that most admires the west in China is probably GenX. Basically, it's the generation that is now going through the midlife crisis stage of life. One Chinese guy of this generation that might be more well-known by western audiences is Eric Li from one of those TED talks. (He's also an interesting guy to listen to, by the way. 👍) GenX are the ones that grew up post-Mao, lived their childhood in poverty, became disillusioned when they watched the fall of (Soviet) communism, had to work hard for their wealth/success, and think it's cool to watch American TV series like Friends. Eric Li even became a Berkeley hippie at one point. 😅 The 90s and 00s are much more confident. They *don't* think of Hollywood productions as anything special or of western culture as higher valued compared to what is produced by China. They enjoy web dramas produced by homegrown Chinese companies such as Tencent, iQiyi, etc. They are the ones driving forward a cultural renaissance in their country by, for example, pushing the hanfu fashion movement. This ugly neo-McCarthyist belligerence proliferating in the west is only further alienating the 90s and 00s from the west. Couple that with the weaknesses of the western political system exposed by COVID-19 and this youngest generation all but rejects the western model as something *not* to be emulated.

After listening to this interview I am much more understanding of the difficulties faced by westerners in comprehending "reality"..especially when this limitation is so absolutely endemic in even the non-westerners. Martin and Kishore are probably the two most respected academicians and intellectuals, who understands both China and the West, the best. Their contributions are invaluable and all policy makers, especially the western ones, should take their views and advice seriously. This will certainly help avoid a lot of misunderstandings and conflict, and make the world a better one. I think that Eric Li and Zhang Weiwei, two prominent Chinese scholars who have written and spoken expansively on the Chinese political system, are worth reading and listening to. The core reason of the current western (including Japan and India) anti-China sentiment is "How can they Chinese achieve so much in such a short period of time? They must be doing something unfair, either stealing, cheating, or coercing, etc.". Actually, the primary source of competitiveness if from education and hard working. The typical Chinese students study 10-12 hours per day, while western students study 6-8 hours. This difference times 12 - 16 years, this is about 10K to 15K hours of education time. Also, the average Chinese worker works 46 hours per week, comparing to USA worker's 34 hours.

China’s rise does not mean that China wants to dominate the world - have colonies like past Imperialist powers (UK, France, Portugal, Netherlands, Belgium) and the USA ( Hawaii, the Philippines, etc). When China becomes No 1, it will not allow a Gang of 7 or 8 countries to make rules for the rest of the world. Every country will have a say. China does not want to export its model of governance which is a model unique to China born of its cultural background (Confucian values, historical aversion to chaos and adoption of some Marxist elements (democratic centralism, etc), adoption of some elements of capitalist mechanism but not allowing for the primacy of capitalists. The Chinese model is a dynamic one, constantly learning from the masses and adapting policies to suit the reality and new challenges. Its governance system has a dynamic feedback loops, eg the change from one- child policy to the revised 3-child policy. It’s governance is not fixated because it is outcome-oriented and it is people-centred. Some have labelled its governance as “authoritarian with accountability”, for lack of a better term. China is not stuck at its fossilised dynastic model, albeit there are also good elements that have relevance eg respect for education, respect for central power. China under CCP has moved on with its own political experimentations that the western countries can only dream about. The western analysts should read more about Chinese philosophy, history and culture….take an “anthro-vision”….the title of a new book.

What he failed to mention was that during the Song era China invented gunpowder, the compass, paper etc which the west benefited from it as well! I think the title of the book has harmed China and compromised the safety of Chinese people living in western societies. Many western citizens are ignorant of east Asia, do not think critically and are easily influenced and manipulated by their media and politicians. Western society has an innate fear of east Asians as borne out by the 1882 American Chinese Exclusion Act, the 1923 Canadian Chinese Immigration Act, the White Australian Policy, New Zealand's head tax and the British ‘compulsory repatriation of undesirable Chinese seamen’ policy. For Britain, the US and the settler societies of Australia, Canada and New Zealand which practiced or were involved in imperialism, the word "rule" projects what they did to the rest of the world and which they fear that China might do to them. Fear of their own karma and the psycho-cultural fear of East Asians (the Yellow Peril) "rooted in medieval fears of Genghis Khan and the Mongol invasions of Europe, the first defeat of a European power by a East Asian nation in the Russo-Japanese War (1904-05) and Pearl Harbour lurk deep in the recesses of western minds and culture. The title of the book could had raised these phantoms to life and gave rise to the incessant China bashing by western politicians and media and the anti Asian hate in their societies. Hopefully, Martin Jacques can find a title that could allay western fears in his next book.

Whatever he writes at this point (and which is reflected in his title choice) is comprehensive and incessant flattery of the CPC and how it is totally innovative and infallible in the end, whereas the west is in certain decline and can accomplish nothing. The video segments he had regularly recorded for China Daily and the Global Times, and no doubt paid well for, deliver the goods. So to the CPC he’s found a lucrative way to make himself useful, and if he doesn’t actually believe his rhetoric, I guess he can’t be called an idiot can he?

There was ample opportunity to prepare and tackle the situation properly, but the West failed, especially the US and UK. I am ashamed of homeless people sleeping in the street. The state of infrastructures in America and the UK. I can still see the film clips of Chinese on their bicycles, with their little red-book. Simple, China is about rule by its working people. The West is migrating from imperial rule by monarchs, to imperial rule by the wealthy who support the monarch system and eventually to rule by the working class. Communism is the future. People imagine Communism in terms of the USSR, a very great country, but a country which grew up under hugely difficult political conditions. A backward semi-eudal country of massive size which had to face the First World War, Civil War and then the Second World War after which it was under massive economic and ideological attack. That is over. Temporarily. China which is far from perfect is yet far ahead of the West. In Latin America, the pink tide was pushed back but the tide has turned again. Bolivia is showing the way.

Excellent Mr Daniel for hosting a thought provoking debate and tackling this Mentality of 'Century of Humiliation'--When we should be looking forward for a better world and the Chinese should take as much leadership in the world as they ought to(in a consensus way) , help create a congenial ,coherent world where we can take actions in co-ordinated way to tackle the real problems facing the world ,rather than still continuing to live as a plundering/conquering/killing ,cyclically unpredictable ,horrible human existence , over and over again ,as we know for most of our past human existence. Dropping this Grouse of 'Century of Humiliation' is important for a better world and also for China itself as more engagement of all countries in a collaborative way will enhance the wellbeing and prosperity of all. Humans have over the Millenia, caused harm to other humans because of 'human nature', we should see that these human impulses are curbed to create a better world. Human should stop falling victim to the repetition of history. China can contribute as much as other nations, may be in more ways due to its current upliftment. China can contribute to break these cycles of history that humans have fallen victim to which has thrown the human kind into horrible backwardness and 'Hell'. It is pathetic to listen to people who just talk only about the short-term prosperity and who talk about state-craft in the here-and-now--’we have arrived’ mentality --feeling of greatness without really putting things into the right perspective --where one considers humans as one family.After-all we are mortals and we die natural death in 80 or 100years(may be Gene Editing can extend it for a while longer).What if we can ,being philosophical ,stop this human tendency for 'Might is Right'--what if this is inculcated in schools--but again this has all to be done in the context of human nature--No soft-power without hard power--so who hold the hard power should also advocate for Softer values to prevail and be the guiding light for living ,while the Hard power is always kept ,prepared on standby for any one Rogue who is waiting to destroy the peaceful way of life and living of the Globe. I came to this video primarily due to Martin Jacques, but unfortunately find it impossible to stay till the end. The interviewer is full of western main stream bias about China, and spent over half of the video talking to himself rather than the interviewee. Will avoid this Emmanuel Daniel in future viewings.
