Asian Americans are projected to be the fastest growing minority group in the U.S. The future of this group will be highly important to America's leadership in business and trade, science and technology, and as a global power. The response of our government to the rise of China has had repercussions on Asian Americans who have contributed to America's global competitiveness. Our panel will discuss our domestic policy options to keep America at the top of its game.
About the Speakers
Gordon H. Chang is the Olive H. Palmer Professor of Humanities. His research and teaching focuses on the historical connections between race and ethnicity in America, on the one hand, and foreign relations, on the other. He’s the author of numerous books, including Ghosts of Gold Mountain, The Chinese and the Iron Road, Fateful Ties: A History of America’s Preoccupation with China and Friends and Enemies: The United States, China and the Soviet Union 1948-1972. His co-authored and edited books include Asian Americans and Politics and Asian American Art: A History, 1850-1970.
Margaret K. Lewis has taught law at Seton Hall since 2009. Her “Criminalizing China” article (2021) about the U.S. Department of Justice’s China Initiative has generated wide discussion. Lewis’s research focuses on law in China and Taiwan with an emphasis on criminal justice and human rights. She’s published widely, participated in the State Department’s U.S.-China legal dialogue and testified before the Congressional-Executive Commission on China. She’s been a practicing attorney, a research fellow at New York University’s U.S.-Asia Law Institute, and a U.S. Court of Appeals law clerk.
Peter Leroe-Muñoz is the General Counsel and Senior Vice President of Tech Policy for the Silicon Valley Leadership Group, where he focuses on autonomous vehicles, artificial intelligence, data privacy, international trade, and immigration. He began his legal career in Intellectual Property litigation, and has also worked as In-House Counsel for a financial advisory firm. Leroe-Muñoz was a Deputy District Attorney where he prosecuted narcotics crimes, violent offenses, and financial crimes. He is alo an elected Council Member in Gilroy, California.
This discussion will be moderated by Clayton Dube, who heads the USC U.S.-China Institute at the University of Southern California.

Ms Lewis had in many occasions stated that the Taiwanese is a separate ethnic group. Correction. Most (95%) of Taiwanese are Han Chinese. Their forefathers/mothers moving to Taiwan doesn't change their ethnicity. Like I am still a Han Chinese even if I was born in an Asian country outside China and moved to US.

I am Native American Indian and have no problem with Asia rising, after all this continent was settled by us Natives who came here to the Americas thousands of years ago when we migrated here from Asia.

Asians and Indigenous peoples are cousins. When we are born we have the same birth mark's. What could China or Asians do that colonialism hasnt already done to your peoples? Same with Africa.

Yes and no, that old idea of how they only walked in one direction: ie, asia to america I always thought was stupid coz a road goes in both directions... Thor Heyerdahl showed in the 70s it's super reasonable to travel from Peru to Polynesia Ultimately the entirety of the pacific rim = related cultures literally with 20000 + year history

So she’s saying that others need follow the rule and wear masks while she doesn’t need to wear them. Or she has been a serial cheater on her husband but doesn’t stop her been fully qualified to lecture other cheaters why they should be ashamed of themselves. Nobody talked about the glass ceiling that is becoming a concrete ceiling in the last 4 years. Chances for Chinese Americans to advance their careers to executive positions has dwindled. So many of my Chinese friends see no hope of a successful career in the US. Another trend I see is many Chinese Americans are planning to retire in China.

Your statements apply to all Asian Americans, not just Chinese Americans. Americans see all Asians as Chinese and never parse the differences, so all statements and actions in support of Chinese Americans should be extended to all Asian Americans.

The Alaska meeting was not broadcasted in the US. KZbin does have a few full version of 1 hr 6 mins. At the start Blinken casually made 6 accusations against China which was a summary of main stream media issues like Hong Kong and Xinjiang. To the Chinese and a respectable number of people in the world who have close contacts with China know those were false accusations created for purposes to serve American interests. Probably the people who understood the least of the issues were the American public. The Chinese speaker used 16 mins to counter each of the 6 accusations intelligently with facts. The meeting was indeed a very valuable piece of information for learning about US-China and the world.

The accusations are not false. There is physical proof (satellite pictures, victims, leaked documents) and thousands of witnesses.

Do you see ppl at home or in street being arrested by the policy force like what happened to Palestine, supposedly millions in camps, there got be some pic evidence of forcing millions to concentration camps, how come there is no chaos on the street in the cities of Xinjiang? Most of these proof or witnesses were from 2nd. or 3rd. or 4rd. party sources from people with negative view or opposing view from bias witnesses who show anti-China agenda and lastly most them were paid or sponsored by US agencies. The lady guest is physically in Taiwan by itself speaks loudly about her political position. Taiwan is hard at work to make itself less of a chinese and serving the US interests as a front to contain china. Other than how to use Taiwan, Taiwan is simply not part of the US-China relationship.

A few points about that Margaret Lewis in the panel: 1. The moment she mentioned that she is based in Taiwan, I know that she is going to be biased against China 2. Then she mentioned whataboutism, I know that she doesn't have any good counter arguments. When you are 10 times worst then the person you're accusing, you can't counter with whataboutism. 3. It is true that you can set up an organisation to address any issues in the US but look at the examples when the US government thinks that you are making them uncomfortable enough: wikileaks, Jeffrey Epstein, etc. 4. Regarding intellectual property theft, any anybody who had worked in the high tech industry can tell you the elaborate and extensive IP protection scheme EVERY COMPANY practices, even American companies copy among themselves, it would be naive not to protect your IPs. I met a representative from a Chinese company who openly showed me what they had copied from us. When I pointed out that we have patents protecting those designs, he was quick to point out the expiry date of the patents that even I wasn't aware of, so, technically they were not breaking the law. 5. While she points out that Asians are not a monolithic group and can be very diverse, even Chinese themselves can have very diverse cultural experiences. She failed to point out that Asians that looked like Chinese are all grouped together with the same negative stereotype, whether they like it or not, they have to work together to dispel the lies about China that negatively affects them.

You can complain all you want in the US but nothing is going to change and the ones in power will remain in power. Your feeling of freedom is an illusion, like the Truman Show.

The deep state in the US is fractured (the CCP is fractured too by the way).The fact of having free flow of information is imperative for a good and healthy education system.It is necessary to have a true international financial center(like Hongkong used to be).Next step will be the adoption of a value protocol through blockchain tech, that would be impossible under a political system like the CCP.Absolute freedom is a commodity nowhere to be found but in relative terms the west has a far more free standard of living

Hey, Ms. Lewis, please list two big cases regarding Chinese American's espionage, and other criminal cases in the last 20 years. What we only saw were too many cases getting exonerated, just like Wen Ho Lee's case many years ago, but the families and work of those wrongly accused were severely damaged. The latest one is the case involving the university of Tennessee professor.

Uh... they do? WASP, German American, Irish American, Americans of European Descent, Italian Americans, and many many other labels? They are all over history books and you can see those terms in pretty much every issue of a news magazine. They don't use the words "European Americans" or organize groups like that mostly because, regardless of intent or actual member beliefs, they end up sounding like neo-Nazis.

As of Jan 2020, 360,000 Chinese students in the US. Among them engineering students and researchers occupying as the largest foreign student group in every single Ivy League and top university. A couple hundred thousand Chinese engineers work at Silicon Valley companies. Intellectual properties are in their minds because they are intelligent. BTW, the researcher who led the founding of JPL was a Chinese student from MIT and Caltech. The going starting salary in China for genius level students is 300,000 USD which is open to American students if they could qualify.

@@tedaspane1493 It's changing right now. Chinese were not rich until the real estate boom after 2009. Home prices in Beijing and Shanghai jumped from 150,000 US to now 1.3 million for a regular 1000ft 3-bedroom apartment. China's multinational companies also grew big in the past decade. China has exceeded the US in number of billionaires. Just 10 years ago these did not exist. About US citizenship, 10 or 15 year ago usually the scenario concerned the fiancee. Silicon Valley has the best weather, beautiful coastline and mountains, good food and shopping, and most importantly, good looking homes. It would appeal to most young ladies in the world let alone Chinese female students. They couldn't escape the thoughts of raising babies in a small bedroom on the second floor in their little castle. So they set out to hunt for engineer husbands more aggressively than head hunter companies. As a result many good boys were trapped for life.

Being Asian American expected you to be a role model citizen in the United States in order to get protected by other citizen in the United States. Being do as a Asian Americans here in the states you will not get recognition for the job you do. For example the Chinese built the railroad they were not in any pictures that could not recognize all work on the railroads it’s only the Irishman and others got recognized.

If the US is bend on crippling China at all cost, then China should not allow that to happen. China under the circumstance must ensure that the containment measures conducted by the US should not come to fruition. China shall on the same premise ensure that the US is press down but not broken. There are still many good Americans who believe in peaceful co-existent with China for the sake of the wellbeing of the world.

USA tried, sending massive amount of aid to Deng Xiaoping, helping China join the WTO, and encouraging a ton of investments in China. China responded with intellectual theft, unfair trade practices, and straight up lies for the last 40 years. It takes two to dance. CCP doesn't want to dance.

Being treated badly and discriminated against could turn you into a tough person who tries to show the one who treated you badly by doing better than they are. Just sharing my thought on current geopolitical conflict. The reason why India and western countries gang up to fight against China is an example of a classic Thucydides trap, here is the origin of clashes............number 1- India is economically in shambles [huge number of Indian people are homeless, beggars, jobless, ....... number 2- largest failed demonocracy; fighting, shouting, cheating for the power in the parliament.......Number 3- using power India made silenced the Kashmiris and northeastern people, interfering Tibet, Bhutan, and Nepal [ Made these countries poorer strategically to control them easily] number 3- Socially India is the worst countries in term of rape case , minor raping, cheating tourists, extremely unsafe place in the world. By the way, the clash between India and china is the legacy of the British colonialism, India thinks, India is right which is NOT. If you read the history and pre colonialism, the Chinese civilization, in their perspective they are doing the right thing. However, the recent turmoil within India itself such as uprising of the farmers and Indian variant covid where India govt failed to contain and hence government used the aged old British tactics to suppress the public uprising by diverting the national issues towards the international such as border issues to strengthen the Indian nationalism. India gangs up with the western democratic countries , they lied the world using fake news. AP [ Associate Press] controlled by western countries spread fake news about China. " Truth will always win in the long run" Remember this saying, China will surely come out to be the winner in the long run, just trust me. Whatever you say now will not be able to suppress china, no matter western media demonized China. At the end China will be the Super Power, do not be jealous of China , instead cooperate with China, it will be good for India and the world. Enough is enough with America, they have been super power for the last only 200 years but they destroyed Africa, Iraq, Iran, Syria, Libya, Vietnam, formed Taliban to fight against the erstwhile USSR in Afghanistan, aided Pakistan to fight against India so many more. When you look closely, their modus operandi is whenever any country is becoming prosperous or supper power assume to be threatening their world hegemony, they will interfere and try to pull down by hook or by crook. They terrorize the world in disguise, fucking they are the worst people in the entire planet. You fool Indian obey them, you can not differentiate good and bad [ because you are already hypnotized by their Media, Hollywood, $ hegemony and their ENGLISH]. Believe me, these western countries especially America will be with you as long as you are seen as inferior to them but once you become powerful or assumed to be rising power in their eyes just see their true nature, they will come and try to destroy you. Like they are doing to China now but China will not let it happen. China will fight back till every drops of their 1.4 billion peoples blood get exhausted. Remember China will not Rule the World but lead the world to make a better world, China will construct and construct despite America destroyed and destroy

Many like to use this term to defend US's attacking China with the so called human rights issue when people point out the poor human rights track record of the US. BUT, while many making these arguments try to make themselves sound logical, they are the ones who make a logical mistake -- concept swapping. The "debate" between the US and China is NOT a philosophical or logical debate - it is a POLITICAL battle! This is not a technical debate but rather a media war. Unlike a formal debate, in a political media battle, one's behaviour, history, track record and motivation are crucial and critical in determining their credibility in their past and present behavour against others. In particular, when assessing accusations about others, understanding one's character through their behaviour history helps to reveal their real purpose in their political acts. For example, just based on a study of Brown University, US has killed at least about 800,000 people in its countless wars waged on other countries, and caused many times more indirect deaths because of these wars. Most of the killed are muslims. How do you expect people to believe a killer of muslims all of sudden cares about muslims in China? And why should you believe a chronic liar with a track record of creating BIG lies against countries it wants to attack, like WMD, Nayirah's incubator story, and many more against muslim countries, won't play its same old dirty tricks again? And the intuitive sense that is widely accepted, across race and culture, will say : A hypocrite doesn't have any credibility to accuse others, but rather should clean its own axx first before pointing fingers at others.

Americans would like to think they are on a high road that puts the US above criticism for it's failings, but this is a cultural and intellectual conceit. PTO pout a fine point on it, that an educated while female academic can criticize problems in America does not change the reality of people on the losing end. For example, the USA has the highest rate of incarceration in the world, and it is predominantly males of color who are unreasoned. For years this has been raised by Chinese and other critics, which is routinely dismissed as whatabolutism as it is here.That is empty rhetoric. Problems are problems.

USA is a cosmopolitan countries. Making up of many ethnic background and races and especially from Asia, Middle East to Far East. They might be from Asia, for example Chinese or for that matter American Chinese. They can be Chinese from Malaysia, India, Singapore, Taiwan, China, Indonesia, Philippines and Hong Kong. Even though these are Chineses but they are difference from each other. So USA cannot generalize the Chinese as all the same. Just like the white. Some come from Britain, France, Germany, Italy etc. As I have said Chinese are a very diverse group take for example, HK, Taiwan and China. Because of their differences even thought they are Chinese very easy for USA government institutions and departments to sow discord and animosity among them. Furthermore with the media supporting the USA government policy of containing China and isolating China so that China will not be able to compete with USA on an equal footing because USA ego is to remain the sole superpower and hegemonies they world. Take for example Japan during the 80 and what you did to Japan. They were bullied to submission which they did and what happen to their country? 20 years of recession until today. Don’t blame them because they are guilty for the atrocity committed during the Second World War. Of course China should be great full to America for helping them out of the rut in the late 70sand 80 by opening their market to China. But America should also not forget that during this period America and Europe were facing inflation and super inflation were on the horizon if not for China opening up to provide the cheap manufacturing base to bring down the inflation and inflation disappear for the next 40 years until 2019 when USA DT decided to make America great again. Which is politically an ego trip for him but destroyed the world order sooner than later from Obama pivot to Asia policy. Because of the trade war and after events inflation is rearing its ugly head again. Should inflation get out of control, think about the consequences that happen to some South American countries, go bankrupt. This might happen to America because it is a debtors country and it is deep in debt. Living on borrowed time. Internal chaos can erupt when the poor citizen lives are of no consequences anymore whether they live of die. American politicians should face realities head on. Don’t kid yourself to the detriment of your country citizen. Live and let live and change with time. China is totally a difference country today. Difference from Japan, India, France, Germany, Britain or Australia. When you said jump they will jump, sit they will sit, because some of these countries rely on you for protection whereas others associated with you on race. Base on history, generally the China Chinese people are principled and honorable. Of course they will be a pocket here and there that think differently just like HK and Taiwan. But Let me give you two examples of a Chinese character. Bruce Lee and LKY base on the record, these two are; discipline,determine and honorable. Bruce Lee at his height, was the greatest fighter of all time and LKY transform a back water tiny little city state surrounded by hostile and bigger countries, to become a first world city in less than 40 years. Imagine China population of 1.4 billion you need only 10% of the population to have these two person mental and character. 140 millions bigger than most country. Therefore, how is USA and its allies going to contain China? Best of luck to you and you allies. Just like the James Bond movie, live and let live. Also as one grow old, it needs to change with time otherwise Generation gap kicks in and quarrel start but as long as quarrel rest with words it is fine but if it escalates to fist fight than one or both will get hurt and close family friend who take side will also get hurt. Therefore think carefully and act responsibly.

True. Indonesian Chinese have their own churches in all cities across European countries and the USA and Canada. They even have two different groups, the Indonesian Chinese democrats and the conservatives. They, even though both groups are Indonesian Chinese, they don't mingle. I'm an outsider, I have friends from both sides, they complain about each other, and I just listened and won't take side. Can't afford to take side.

It's unfortunate that most people are ignorant about the relationship between Mainland China (PRC) and Taiwan (ROC). The constitutions of both the PRC and the ROC state that Taiwan is part of China. The contention is which of the two governments is the legitimate government of China. 98% of the world recognizes that the PRC is the legal and moral representative of the country of China which includes Taiwan and hence the CPC is the ruling political party of all of China and that includes Taiwan.

Ideology gap between US and China has been a noticeable challenge since last century. During WWII, China has both sides of nationalists and communists, but although they were enemy against each other especially the Jiang's GMD nationalists would totally wiping out the competitors, Anti-Japanese invasive war pulled both sides together, and working closely with Americans. That time, the ideology didn't make any major difference by benefitting together to fight the war against Japan's military aggressiveness in Asia. Later, ideology gap didn't stop Pres. Nixon, neither stop the cooperation in the later administrations. Till last President Trump, the ideology became a huge issue again, being political correct, ideology is more and more mentioned in our daily live throughout the mainstream media. Benefitting each other by ignoring such taboo for many decades. Well, is it now the correct time to resume the old chain to lock ourselves in facing up the modern world ????????????? When Chinese people drink Coca-Cola, do they have to be reminded the hostility against US, when we purchased the made-in-China goods from Walmart, shall we have to remind us that is from the Communist China???? I just want to ask what it would take for an American of non-Chinese Ancestry to get a job with a Chinese company in China's tech world and the scrutiny they may undergo for an executive position at say Huawei??? No surprise, not one person's name on Huawei's board of directors isn't Chinese? Is that racist? Can a person that is born outside of China be fully naturalized as a Chinese citizen? Would they ever be treated like a person born in China? No there's something called The Nationality Law of the PRC..... now that sounds kinda like state-sponsored racism. I really wish a Chinese citizen could speak freely on this matter. The real economy is measured by GDP based on purchasing power, the actual value of the economy to the people. And on this, China has been leading the world since 2015-2017. And by now, China's GDP based on PPP, is probably about 50% ahead of the US. But, the US refuses to recognise and accept that compared to China, the US is already a second tier, yet still a power, nevertheless. It is because the US wants to measure and compare with the number of aircraft carriers. And now the US is getting very upset that China is seriously naming aircraft carriers after the 34 provinces and very desperate that China is deploying hypersonic missiles, the best known aircraft killers while the US has only just started R&D on these seriously. And five years ago, Trump was shocked to learn China had the monopoly on 5G. Trump did not know it was the tip of the iceberg. Chinese is leading on technology because first, the system. A lot of technology R&D in China is developed by state owned institutions. These are cost conscious and non profit oriented. And the results are shared by the country. Second, the per capita in China is $10,000. Apart from housing cost, motor vehicles and petrol, the cost of living in China is around 20% of the US, for comparative living standard. Hence an established research worker can enjoy good upper middle class living standard around $50,000 a year in China and not the $300,000-500,000 as in the case of the US. Therefore, a dollar in technology R&D in China, may be worth $5-10 in the US. In addition, Chinese are well known to be extremely hard working around the world, the turnaround time on manufacturing & production of equipment, prototype etc, is often 5-10% of the US. Thus, for the US to match China's technology R&D of $300B a year, the US has to invest $1.5-2.5T a year, much higher than the current $500B. And that is only to match, and not catching up. Given the size of the US economy, the US will have no hope to catch up with China for at least few decades to come before China catches up with the US on per capita. But by then, the economy of China will be 3-5 times bigger than the US, or may be bigger than the US, EU and India combined. It is often said, more than half of the post graduate students of science and engineering in the US are Chinese. This segment of US technology R&D does not get the credit for obviously reason. But, this is a very important force in the longer term US technology R&D, if not the leading. Those worked in the Silicon Valley knew the development of Silicon Valley was based on the work by the black hair engineers during the 80's, mainly from Taiwan and Hong Kong then. With the US led global China bashing, many of these black hair engineers are now returning to China, for better conditions and much better prospect. Of course, the US can source talents else where. But there is only one China that is producing close to 5M science and engineering graduates a years, possibly more than the rest of the world combined, that the world can source these talents. The only viable and feasible way out for the US is to first accept the facts. The US can then capitalize on China's technological lead and extreme advantage of producing with improved quality at much lower cost. China is producing cruiser size destroyers at frigate cost, like making dumplings or dim sim. Soon, China will be launching dozens of aircraft carriers at the cost of cruisers or even destroyers, to maintain peace and stability around the world. The US can save trillions a year with a tiny armed force that does not operate hundreds if not thousands of bases and stop engaging in ultra expensive wars, coups and assassinations that have costed the US an arm and a leg over the past decades. These trillions saved can be reinvested in technology and infrastructures. China is transplanting the successes of Made in China into Africa. And the US knows this will be a success and hence has been vigorously bad mouthing it. The US can just copy China's success and copy Made in China into the US. That is if there is any one still serious about the future and prospect of the US. But currently, it seems that only the Chinese are serious about the US. And so, may be perhaps Eileen Gu is the answer, an America born Chinese. Perhaps China can help the US more than just the few trillions extra loans that the US is looking for.

Unfortunately for America, its history is filled with systemic racism, which will haunt America for years to come. The thing is no democratic system has survived for more than 300 years. A democratic system works well if the population is homogenous such as in the Scandinavian countries. Once a country has a diverse population like America or India, then the country will eventually collapse. Imagine what would happen to America when its population is 25% hispanic, 20% black, 45% white and 10% others. At some point America will have to partition itself according to three majority ethnic groups, something similar to Europe. China on the other hand is quite experienced with racial integration such that over 98% of the population claim to be Chinese even though there're 55 distinct ethnic groups in China. In other words, a Chinese would never say she's Korean-Chinese or Mongolian-Chinese. Rather she would say she's ethnic Korean or ethnic Mongolian. In America, minorities are still forced to identify themselves as Korean-American or Chinese-American. That automatically puts one in a certain racial category and automatically profiled as being different from mainstream Americans.

The new rich of China, consume the best of what America offers and view Chinese Americans as peasants. They have no reverence to the first Chinese arrivals. People's predisposition is differs in labor immigration vs one based on investment. It's unclear how USC U.S. China Institute can represent the two groups.

Probably the root problem with China relations has to do with a mutual understanding that the Rule of Law has to be the foundation of all agreements and relationships. The US built its post WWII framework for international relations on the Rule of Law, and all nations small and large have accepted it as the basis for everything from trade agreements to maritime rights to import/exports and everything else. We in the United States take for granted that the Rule of Law is acceptable by all as the fundamental requirement for a meeting of the minds and a guideline for relations. Unfortunately, it seems that China does not understand and accept the Rule of Law, possibly because it's completely alien to an all-supreme Authoritarian form of government. China does not ascribe to the Rule of Law even domestically. No matter what people generally believe they can do in China, nothing prevents the CCP from undermining and terminating any Enterprise or even lives on any whim. The CCP does not need any reason, any rule or law to do whatever it wants, take whatever it wants and completely change any rule if the CCP wishes... And even the juggernaut businesses and individuals in China no matter how big a businessman you might be (like Jack Ma) or celebrity, or however wealth you might have in China, if China wants it to end or become the property of the CCP, all the CCP needs to do is ask for it... or else, and that "else" can be worse than anything imaginable. China extends this lack of understanding and use of the Rule of Law to its international relations, which is why no other country can truly become a partner or enter into an agreement with China because any day China can suddenly decide it wants something and then will attempt to just take it. If you understand this, it explains the territorial expansionism of China, it explains its blatant espionage practices and it explains why China doesn't understand normal diplomacy. In a self-centered world, China feels justified to entitlement... to the 9-dot line, to reunification with Taiwan, with the border conflict with India, and the list goes on. The CCP does because it can and never questions that anyone can have a valid argument that's contrary to China's wishes. So, until you understand this is China's perspective of the world, you won't be able to talk about solutions to dealing with China. Maybe one day someone can educate the CCP to understand how to behave alongside other nations, but until then it's folly to negotiate with China on anything and expect the agreement will last longer than China perceives it's "winning."
