there's so many good HCs now it's pretty crazy. A few of them are definitely in a different tier, but there are tons of usable HCs that you can compete with.

It’s from the pale heart. After you complete the campaign, you could get a quest that’ll let you focus it from Mica-10 (if that’s their name)

That super is WILD. Watched my mate clutch a 2v1 admittedly against players not quite on his level. First blink to cross as you mentioned a huge distance into cover, second straight inbetween them on cap & just trashed them with a third to spare! It IS fun to use but I think that movement is WAY too far. You mess with it too much it's just crippling yet another super/Subclass with at the very least a movement skill ceiling.
