Yeah, I assume this is kinda the JoJo equivalent of hell. When I first started reading it, I thought it was just because of the alley, but Kira says there are spirits everywhere, and, though we don't know how the alley came to be, I doubt that so many people have suffered the same fate as Kira, but maybe the alley plays into why he has no memories of his life. No other ghost speaks, so we don't know. And we've seen many characters turn to yellow smoke and rise to heaven, even speaking, so they clearly still have memories at this point. But we've never seen the same happen to a villain who dies, and Kira himself says he knows he'll never go to heaven, which is the kinda thing that happens if you're already in hell. Ik ts is kinda poorly worded, but what can you do

Well counter argument, we mainly see the depiction of the dead heroes souls rising into the sky, so I don't think Kakyoin, Iggy or Avdol are restless and chained to Egypt, and neither are the Morio dead and Bucciarati gang who died, or Foo Fighters. I feel like this is Araki's rendition of limbo, a place between ours and the next, it has its rules and spirits seem to not understand a lot of what's going on, but they mostly get free will to do what their instict tells them to. As for Kira i believe he's being cleansed or atoning for the evil he did, by punishing other evil people and one day when he's done enough, he will be granted entry to the other side, what's on the other side no one knows, but if the questions he asks himself hold meaning then probably his soul will be recycled again and a baby will be born somewhere with no memories of being Kira once more, a new person, washed from all sin and granted free will again to be whatever he wants to be in the human world.

We know that Narancia, Abacchio, and Bruno all went to Heaven after part 5 (since we directly see Bruno get carried away by cherubs, and then in the end we see Abbachio and Narancia alongside Bruno in the clouds), so they're not ghosts roaming the earth still.
