Its a little known fact that these codec calls were never in the script, Paul just had a mental breakdown and Kojima decided to add it into the game. Sadly konami cut it because game was taking too long to develop as is.

On a more serious note Paul Eiding did an interview with the KZbinr YongYea and he revealed that he was completely unaware of how these random lines would be used and told the lines were just warm up lines to calibrate the audio equipment. This was done to preserve the authenticity of his performance. In a way it's kinda poetically in line with the game's themes of information control and context.

It is on PC though it got taken down cause the license to the stock footage Konami used expired so the only way to get it now is buying an old physical copy of the game or "alternative means". It doesn't matter anyways though, the PC port of MGS2 was awful.
