They pick up your wifi mac address or bluetooth mac address and locate you in their database. They can tag you to the isle you were in, and even track where you walked in the store. Humans have so much bias and subconscious changes, that it is extremely hard for us not to influence advertising without a highly controlled environment. I see a product that interests me, I decide not to buy it and move on. Later I could see something similar and sit on the ad for just a few seconds longer than I did before, which could make it advertise the product more. In a sense, it is kind of the same as what you are saying with mind reading, but they are reading our mind based off our subconscious, not our actual neurons firing (I hope)
