For those of you unaware why things in the video repeat, The primary protocol used for video streaming is UDP. Unlike TCP, when a packet is dropped there is normally no retransmission and the server hosting the stream does not receive an acknowledgment from the client. However when the connection on either end is just bad enough to result in to result in a new handshake/ session to be established with the stream, a consensus between the client and server must be reached about the starting point of the new stream. For low latency The reestablished stream can be seamless, for high latency it essentially retransmits The smallest number of packets in the sequence it can to achieve a consensus.
