Always found this scene funny. Kolrami literally is JUST an observer, he holds no commission and isn't even part of Starfleet. With the Enterprise under attack, they are now in a military situation. He has ZERO grounds or authority to order a retreat. Picard was right to slap the mushroom down!

I always liked this scene because it differentiated TNG from TOS. Kirk was frequently forced to do things by visiting Federation bureaucrats, usually to the crew's detriment. Picard finally had the authority to put his foot down.

The use of the Ferengi in this ep as the antagonists must have been an inside joke’, since they had been supposed to be the new enemies in TNG, but had been replaced by the Borg, and the exercise with the Hathaway was designed to train the crew to face the Borg

This was a Season 2 episode. The Borg had been introduced in a single episode a bit earlier than this, but in a distant part of the galaxy. They wouldn't make an appearance in the Federation's part of the galaxy until the end of Season 3, so they weren't yet the main enemy.

At the point in the battle where Kolrami is ordering Picard to retreat the Enterprise isn't even close to being in danger. Picard knows his ship and what it can take. If it came down to it, he would have retreated. He's not suicidal or psychotic he just knows that that is not the time to retreat.

The writers wanted to show that the strategist was a coward who was willing to sacrifice other people to save himself and was letting fear of death drive him to whine that they should retreat. They were also showing how he and his people despite their intellectual abilities couldn't hold up under pressure like Picard and his crew could.
