It's less of a garage and more of a carriage house. It was built 100 years ago and they had to add bracing inside to keep it standing that makes it impossible to put cars in it. It's been basically a shop for at least 50 years.

People who buy that type of car don't really need tax incentives. Companies that build them have a feel for how many limited editions they can produce and sell. Smaller EV start-ups may be affected, but so many have come and gone in the past few years, it's probably time to let the ones with the manufacturing prowess and automobile engineering chops, to take it from here. I think Rivian survives regardless of administration, probably Lucid as well.
