Because of how lucas' PSI freeze moves, and how Ness' PSI Flash can do so much damage, Lucas would be ALOT more overpowered. So that's why he has PSI freeze instead of PSI Flash.

I think the fact that Lucas attacks using predominantly kicks is a reference to Duster. Specifically, the fact that his jab is three kicks seems too odd to be coincidence. A nice detail that I don't see people mention.

Jut to be clear on the distinction between PK and PSI: PK stands for PsychoKinetic, and was used for all the attack moves (PK Freeze, PK flash, etc.) PSI just means general psychic ability, and was used for all indirect attacks (PSI Magnet, PSI Lifeup, etc.)
