How do you take the outer ring off?

They pop off two side clips from the plastic bumper.

do you happen to have a recommendation for the lights? I see OEM lights for like $200 and some on amazon for $50 not sure which lights work for my 2013 forester fog lights if you still get notified of old videos - btw great video and really appreciate the walk through
