A lot of Neil's humor seems to revolve around not explaining the joke. Like Ryan doing weird stuff out of context and Neil presmubly making a bomb in his basement. I think he's good at finding intriscly funny things, like a reverse observational humor. The joke IS what's NOT being told. I know he has a big 90s influence and this a parody of that era of television, personally it reminds me of being a very young kid and learning humor from the tv, where I don't know what funny is but everything on the show tells me I should be laughing because of implication. Also reminds me of how tv just sort of comes on, chances are I didn't know the context for the entire series so whatever comes on I just have to accept as normal, even if it's something really weird. There's even the minor things like the nicolodean style intro and really unsubtle advertising.
