While CJ is a threat to the population (Remember, CJ cannonically kills 4,000 throughout the storyline and the population of San Andreas is just over 80k, I can site sources.) Thats about 5% of San Andreas population. Now anyways, CJ killed 5% of San Andreas population, knows how to do pretty much everything, learnt how to fly in 1 hour, destroyed the Liberty City Mafia and fooled a GTA 3 antagonist, Salvatore mutiple times, took down 3 fighter jets and 8 FIB, impressed Russian mob bosses to the point they thoughr CJ was superhuman, got international recognition from mutiple world governments and crime organizations, defeated the entire West Coast USN and USAF, took out mutiple marines at area 51 (And remember, its optional to do stealth, which means even when about 30 marines were against him he successfully defeated them all.)
