Also even though Luffy’s goal isn’t to directly fight the world government it does go against everything he believes in. As long as there is corruption in the world government they will always be oppressing his friends and be trying to take away his freedom. It is a valid assumption that one of luffy’s final fights besides Blackbeard will be either akainu or imu (or both) and when these characters get taken down it doesn’t make sense for it to just continue being corrupt with a different character.
