@@JeffreyGillespie Yes, of course! It's every German's fault, who has ever lived, that pressure and fear politics could achieve a dictatorship in a young and indebted democracy. And Germans not having humour is definitely the reason for all of this. Even saying Germans don't have a sense of humour is wrong. It's just a stereotype, that made sense in conjunction with the propaganda and rough sounding language trying and succeeding at dehumanising German people.

I think we Germans expect our politicians to be more like efficient governing machines than actual human beings, at least while they are acting in their official positions. Showing humor is perfectly ok (and even appreciated) at party conferences, talk shows, or the Karneval, but when a politician is in the parliament or speaking on the governments behalf, humor is often perceived as taking the job not seriously enough, anger as lack of self control, and strong personal emotions in general as unprofessional behavior. It's not an honor or so to have a seat in a German parliament, it's a _job_ and it has to be taken just as seriously as every other job. Also while the British House of Commons is a "Redeparlament" (don't know if there even is an English translation for that), the German Bundestag is an "Arbeitsparlament", which means most of the debates (and fights) take place in workgroups and committees, while the plenary meeting are more a place to present their outcomes to the public (this is also the reason why the Bundestag looks so empty most of the time).

The Speaker can name anyone he/she chooses. The Speaker is the one exception to the rule that MPs cannot use anyone's name. This is a long standing tradition in many governments to prevent procedural affairs becoming personal attacks. Also the Speaker is the only one that can directly address someone for the same reason.

@Omniscient. I feel he is being attacked more than he deserves. To me, the real issue is that either the MPs did not dare to stand up to him for their own reasons or the system did not allow that. He sure was loud like a kid and embarrassed a lot of people. But there must be some provision in the system to keep such behaviour in check.

I agree 100%. I hate all political parties of significance and therefore I feel especially qualified to claim that Bercow was a speaker of the very highest caliber. Certainly the best of my half-century lifetime. As I observe the systematic degradation of what we used to refer to as the First World before my eyes, I will lament the loss of men like Bercow, who really understood what is happening. Just ignore the ignorant superficiality of people like John Smith and Jordy 14, the likes of whom love to put out their emotional knee-jerk impulses, but have nothing to offer when pressed to justify their "points".

Property and Chattel are similar, but different and I'm pretty sure he got that reference from a law book. Merriam-Webster uses this as an example: "The program takes advantage of a New Hampshire law that requires all manufactured homes … to be titled as real property instead of chattel". Chattel is defined as: an item of tangible movable or immovable property except real estate and things (such as buildings) connected with real property.

The hate for him comes only from the Tory Party. The Executive tries to push through legislation which is unpopular in Parliament. Bercow stands up for the ordinary backbench MPs in Parliament. So he is hated by the executive, in this case the Tories.

@@Ettibridget Yes, he is a Tory. When he took over as speaker, he wanted all of Parliament to be heard, not just the Executive. Cameron tried to throw him out for the same reason. What they were looking for was a speaker who would simply rubber-stamp executive decisions. That is why he is so beloved on the opposition benches and by the Conservative backbenchers, who are not brexit mad.

He is bound by certain conventions such as 'Speaker Denison's rule', and is expected to be otherwise impartial in political matters, but very pro active in matters relating to parliamentary practice.
