He didn't understand the weakness of his steel yet then. Flesh is easily better. Your so called certainty requires a lot more energy to be operable at all, and when it gets it it's nowhere near as adaptable, agile and easily upgradable (without outright replacing it) as flesh. Somebody would say it's fantasy so it's much easier for machines to compete, however, the same fantasy gives away superpowers for every negative thing that could happen to your (flesh) body, such as becoming the strongest by getting blasted by an atomic bomb. In their world also exist things like supersoldier serums, artifacts for the worthy, dragonball-alike fighting styles(iron fist), tech to make spiders that give you powers, straight up magic, mutants that can give anyone power(I might misremember the movie), being able to become a herold of galactus or other otherworldy beings, venoms(which do need a suiting host to not kill it), etc.
