I think it would be better to say it wouldn't fix the whole issue, but it would have almost certainly neutered Netanyahu's power games strategy. Everyone wants peace but the ones with the best ties to the US basically have control over the Israeli population's beliefs about what the problems actually are. However, whatever the system is, there can't be peace until the views of everyone involved are adequately accounted for and their basic needs met.
