This isn't a Rule of Two problem, this is a Sith Problem.

Palpatine literally showed Vader the crystal he bled and empowered, which would go onto power 1,000 death stars. Yoda at his peak in feats was shown to be mountain level+ (living force amped mountain) but sidious casually showed Vader a large star level feat, with Vader falling to his knees from the power of the crystal his master casually bled, and blinding the dude behind him (the assassin whose eyes were later restored)

Vader is an inversion of the Sith. Where most SIth believe to break their chains to be free, due to his mental hang ups, Vader wants to add more chains to himself. Vader wants to suffer and he wants the galaxy around him to suffer with him.
