@@Poland4life In the united states (idk about other places, but I assume this also applies to Ireland given Kevin made the joke), "F" is a way to grade things, it stands for fail. F in this case stood for female, but Kevin was joking that she failed her gender (which is honestly a mood). The poor grades not being a problem meant "our country is very educated" , but that's the second layer because it's clearly very dystopian and that is not true.
