MODIFIED CORN STARCH is the missing ingredient to make it gummy, in this case it's THIN-BOILING STARCH. I was curious as to what went wrong so I did some research, it's created by treating starch with acid and used in all sorts of chewy candies like jelly beans. Corn starch will not give you the right texture, just a guess but you may be able to substitute it with a mixture of LOW-DE MALTODEXTRIN and GUM ARABIC, those will give it chew and supposedly reduce "tooth-stick", that also explains the dextrin. Thin-boiling starch is apparently too difficult to buy.
