In between and after these concerts Whitney did lots of other professional work (Live performances, interviews, filming, recording,...). Whitney had her 18 month old baby to spent time with/care for. Whitney needed rest for her voice and body. You can hear that at these SA concerts. The SA concerts were a special celebration for the end of apartheid in SA and Nelson Mandela. An artist can't do concerts at all countries worldwide. It's impossible for any singer to do that.
