Sir is it right to say that DEF file represents the physical view of the entire IC whereas the LEF file contains the physical view of the standard cells?

If the area is specified by coordinates, does it really matter whether it is clockwise or anti? Also, if I am thinking correctly, then if I have the DEF & netlist & SDC etc of a block, then I have completely specified the block, right? Or that is what is dumped out after every step in the PnR(place,CTS,route) process, right?

@@VLSIAcademyhub correct, so basically an mwlib/ndm is basically a wrapper of the tool readable format over all the collaterals specified, including the DEF, upf, DFT, sdc , .tf, .liberty, macro blackboxes, etc right? And the synopsis tool dumps out an NDM/MWLIB at the end of each PnR step as much as I remember.
