this is odd because according to Urobuchi, Mami could reach her peak form if she was ALONE, meaning she would focus on battle and no one would distract her with ideas of friendship.

Huh, that's weird... she was with Bebe and the others in rebellion, but still got to her peak form.

In my experience, in-game Mami is harder to use with other characters because she gets less levels and less damage if she shares it with others. But maybe that's just me.
