Phoebe only foresaw the things she was meant to change. This was her friends time and in her death she got justice for another innocent as well.

There is another episode where she somehow gets a premonition that she shouldn't have and saves a guy who should have died so death keeps coming for him and Phoebe keeps saving him until she gets killed which is bad because it is not her time etc and all of this has to be fixed but yeah it is a crazy episode. Also not the only one where it is mentioned that they are not meant to save everyone and unfortunately when it is someone's time they have to go or everything gets messed up. The cosmic order and whatnot. Sad but true unfortunately.

At this time phoebe’s power was triggered by touch, if they had shook hands during the introduction then maybe she could’ve been saved but I guess she had to die to help Prue’s innocent.

I believe that what its like irl Heaven. 2x16 of Supernatural, the boys meant a ghost like Charlene called a revenant. A spirit who is unaware of their death.
