I Fixed the Ocean Monument in Minecraft!

I thought Minecraft 1.21 Update was going to be an Ocean Update, and I'm sad it wasn't. So I made a custom Minecraft Update using a datapack, and I did it in just 7 days!

If I were the creative director for the boss I'd have suggested that instead of a one point beam I'd rather use the already on the model peg/ rods that surround the guardian to shoot one projectile every couple seconds while adding attacks where the guardian flips and spins to give those projectiles inertia in that direction the rod is facing. I think it would be more similar to the idea of a bullet hell as there would be only single projectiles going in a pattern that can be dodged. It would also help to when the guardian is not facing the player directly as the attack is omidirectional. As well as just giving that guardian a new model and texture. Maybe even a phase two with either faster projectiles or shooting the same projectiles at a faster rate. Perhaps even a new status effect that slows your swimming speed to make it harder to dodge (2-5s duration as to not be extremely annoying). Maybe even a eye laser blast that goes in a circle after the guardian is defeated as an reference to the guardians seeming to be machines so this would be it's final malfunctioning attempt to kill the player.

It deeply depends on the situation. Datapacks are often better for multiplayer because they don't require players to have custom clients, for instance, because you can add it directly to a vanilla server. Mods are also a bit less safe. There was an issue a little while back where a virus was snuck into a mod hosting platform and a bunch of people got hacked from it. This isn't possible with a datapack usually, as datapacks simply a folder containing files that Minecraft reads in a safe manner. On the other hand, there are plenty of things that only mods can do...such as proximity voice chat for instance. So, yes, it's very dependent on what your needs are.
