Evil 21 with Cell absorbed was like the perfect villain for this game's final story. The story was kind of a mashup and tribute to entire Dragon Ball Z series. She exemplified the Android saga and the Buu Saga both together while at the same time was a brand new character. From her being a combo of it's two biggest villains to the way she meets her end pretty much the same way Majin Buu did at the end of the Buu Saga. It was pretty much a love letter to DBZ fans.

I highly disagree design wise, the whole story mode was nothing but a complete missed opportunity with it's concepts. They should've made the clone teams incomplete with disproportioned limbs and inaccurate move sets to replicate the imperfect feel and made the normal clones act like "perfect" clones to justify the cutscenes that have too much attention to the dull atmosphere about them, only two of them actually act like exact copies of existing characters (Vegeta and Kid Buu) and the rest act like wood, Evil 21 was also a missed opportunity design wise since she consumed Cell you'd think she would have undergone a true metamorphizes, a design that completely clashes with 21's prior appearances, not another palette swap with just one additional super, honestly it's painful to see a story mode with such potential be squandered by terrible choices in story telling regarding the clones and 21 being thrown around like a sack of potatoes in which story mode is supposed to represent her whole character. People like you (no offense) who think that Evil 21 with "That!" design is considered good have never played a fighting game from either the 1990's or early 2000's.

@@gamingsquared4206 Exactly, that is another example of how flawed the story mode of Fighterz was, say what you want about Marvel VS Capcom Infinite, but at least they did things in the story mode that actually worked in it's favor, like Ryu and Hulk fighting against a Ultron Sigma virus infected Monster Hunter boss as a cutscene is just borderline badass, while most of the cutscenes in Fighterz are just characters standing around talking, nothing like the cutscenes of story modes from Arc Systems other works.

Not to mention the story mode has you navigate in a board game like structure and its so obviously looks like it was finished in the last minute and it does nothing creative other than just fight the clones and get from point A to B and you also are limited on where you can move so if you run out of moves, you have to start from the beginning which is really annoying
