It depends on where exactly the property line is located. Usually a fence is put approximately 6 inches inside the actual property line. Therefore, she is entitled to cut the vegetation growth in a vertical line along the property line. It is also generally allowed to cut growth that grows into and through your fence. Of course every jurisdiction is different so always check with your local codes and laws.

I had a similar problem with the neighbors stacking wood on my fence. They didn't see a problem. Well had my fence placed two feet inside my property line, so they were stacking it on my property. So I gave them a day or I would sell it. I don't know where her line is but I would do the same. Moisture on a fence isn't good.

I had a crazy neighbor just about like this one. I had a 6 foot chain link fence put in 6 inches on my side of the property line, from then on anytime she said anything about plants on the fence line I would spray roundup through the fence making sure I didn't go past 6 inches and if anything on that side died I would say "Well it must have been on my property, "Sorry". She even called the Sheriff's office once and when they came out, I told him she was always complaining that something from my side of the fence was touching her property and I showed him the markers that were put in by the survey company when I bought the property and told him why I built the fence the way I did, he told her to quit harassing me. It wasn't long before she wouldn't even talk to me she would just flip me off when I drove by and I would just smile and wave. I found it bothered her and her husband more when I didn't pay any attention to their drama.

Not sure what the local ordinances say, but in my community a fence has to be five feet INTO your own yard, not on the property line. I can see nothing wrong with maintaining your property. Why is it that people do not understand that a fence is NOT the property line. Check your zoning codes. You have to put up a fence at least 6 inches on your own property with the good side facing out to the next property. The woman that maintained her property only trimmed an inch or 2. She could have trimmed to the actual property line (6 inches), and she could have gone onto the neighbors property to do it without trespassing because of the maintenance of a fence laws. You people that are complaining about this woman trying to take care of her investment are ignorant of property lines. It looks to me like she is the one being harassed by her neighbor. There is a reason that that fence was put up in the first place, and they saw the need to spend thousands of dollars to put it up.
