B-20's incident report: "On February 17, 2024, at approximately 4:24 PM I was traveling south on U.S. 67 in the inside traffic lane. I observed a GMC pickup, brown in color, displaying an Arkansas license plate of AMR23N, traveling south on U.S. 67 in the outside traffic lane. I observed the vehicle change lanes to the inside traffic lane, failing to use its blinker. After the vehicle in front of me changed lanes, the GMC pickup appeared to be traveling faster than the posted speed limit of 75 MPH. My front RADAR confirmed this with a clear concise tone and a reading of 97 MPH. After catching up to the vehicle I observed that the driver was not wearing a seatbelt. I turned on my emergency lights to conduct a traffic stop. The vehicle continued to travel south on U.S. 67. I turned on my audible siren and the vehicle continued to fail to stop. The vehicle slowed to 88 MPH. While pursuing the vehicle it maintained speeds between 88 MPH and 95 MPH. The vehicle was passing traffic that was in the outside traffic lanes and continued southbound for approximately 5 miles. The vehicle changed lanes to the outside traffic lane and subsequently made a right turn onto the southbound Exit 46 off-ramp. I attempted a TVI that was unsuccessful. The vehicle continued to travel south on the off-ramp before making a right turn to travel west on U.S. 67B (East Race Avenue). There was heavy traffic at this intersection and the westbound traffic was backed up at the stop light at the intersection of U.S. 67B and Poplar Street. The vehicle drove onto the sidewalk around and traveled west into the intersection of Poplar Street and U.S. 67B and continued westbound. I caught back up to the vehicle before attempting a second TVI. This TVI was successful in stopping the suspect vehicle. However, the vehicle backed up and began to flee again westbound on U.S. 67B traveling between both westbound lanes. I caught up to the fleeing vehicle and attempted a third TVI that was successful in ending the pursuit. The vehicle came to a stop on U.S. 67B in the two-way turn lane and eastbound traffic lanes. The driver exited the vehicle and began yelling and waving his arms. I gave verbal commands for him to show me his hands and get on the ground. He ignored my commands and continued yelling and refusing my commands. At this time, I learned there was another individual in the vehicle. The driver, later identified as Steve Harmon, yelled that he was going to the hospital. I moved closer to get a view of who was in the vehicle. I observed an elderly female in the vehicle lying down in the front seat. I informed dispatch that an ambulance was needed. I began speaking to Harmon in an attempt to calm him down. Arkansas State Police Troopers Cody Brown and Justin Parrish arrived to assist. I could smell a strong odor of intoxicants coming from Harmon. He also had bloodshot shot watery eyes. I instructed Harmon to exit the vehicle. He refused and stated that he was not leaving his mother. I informed him that he would be tased if he did not exit the vehicle. Harmon still refused and began actively resisting by grasping the steering wheel. I grabbed Harmon’s left hand and used my CEW to drive-stun Harmon in his thigh. Trooper Brown and I pulled Harmon out of the vehicle. Harmon was placed on the ground where he continued to physically resist arrest. I drive-stunned Harmon in his right hip. Trooper Brown and I were able to place Harmon in handcuffs. I helped Harmon to his feet to escort him to my patrol unit. At this time, I read Harmon his Miranda Rights. After searching Harmon’s person, I began escorting him to the back of my patrol unit. Harmon began to physically resist and try to pull away. I placed Harmon against my patrol unit to help gain control of him. Harmon was placed in the back of my patrol unit. I asked Harmon how much he had to drink. Harmon refused to answer. I asked Harmon if he would take a portable breath test. He stated that he would not. Trooper Brown checked on the welfare of the elderly female who was lying in the front seat, identifying her as Norma Harmon. She did not appear to have any injuries. North Star responded and transported Norma Harmon to the Unity Health Emergency Room. Trooper Brown. located an open bottle of whiskey in the vehicle while he was conducting an inventory. Searcy Towing responded and took possession of the vehicle. I transported Harmon to the Unity Health Emergency Room. Upon our arrival, I obtained a search warrant for a legal blood draw. Two tubes of Harmon’s blood were obtained by the hospital staff. Harmon was transported to the White County Law Enforcement Center. Prosecuting Attorney, Rebecca Reed McCoy was contacted and advised of this incident. Upon our arrival, Harmon was booked in on the charges of failure to wear a seatbelt, careless and prohibited driving, possession of an open container of alcohol in a motor vehicle, fleeing, resisting arrest, and driving while intoxicated. He was given a must-appear White County Circuit Court date of April 2, 2024, at 9:00 AM"

The patience and gentleness of these Troopers is amazing. They showed great amount of restraint but this guy just didn’t want to cooperate. Would have gone much better for him if he had.

Brave of you Tpr. Dennison, to approach that vehicle knowing the guy had a gun. I hope his mom's ok, but his drinking put her in more danger.

Alcohol does change everything. Alcoholics lose the ability to reason and use logic. Another characteristic of alcoholism is it's never THEIR fault, it's always someone else's fault.

As a former paramedic, I've seen this too often. Where family members, instead of calling 911 transport the person themselves. While they are typically speeding, running lights, etc. They are also distracted by the individual they are taking and then get into an accident. Not only injuring themselves, but the original patient as well as others they run into. So now, more people are hurt and medical treatment is delayed even longer for the initial patient, and often additional blunt trauma as well, as they aren't belted in properly. Even if you are a mile from a hospital, always call 911. The response and care will be faster. Today, you can't just barge into an ER and expect immediate treatment. Especially if the ER is already busy. After you spend time getting past hospital security, give information at the ER desk, get triaged by a nurse, get initially assessed by a nurse, the Doctors don't just drop a patient they are seeing for someone who ran in off the street. Many people in the ER are in a bad condition. Paramedics often arrive and begin treatment within 6-12 minutes of the 911 call. If you take the person yourself, it will take much longer and the doctor will have zero information ahead of time, paramedics contact the hospital on the way so the ER staff is ready to accept. If you want to increase the odds of survival for someone, you call an ambulance.

I think the number one thing they don’t think of is that with an ambulance, they are getting care, possibly lifesaving care, on the way to the hospital. What I am not sure about is response time for an ambulance in a rural area far from a town and hospital. Is there a point where taking them to the hospital is better. Or maybe calling 911 and heading to the hospital with an ambulance knowing where you are so they can to intercept? Possibly a trooper as well. One thing this particular incident highlights is that hospitals too often release patients that at a minimum need further observation. Now this woman is 80 something years old with known heart problems. Maybe getting her comfortable and her family around her is the best thing for everyone. I am 77, so I am thinking about the document I have ready.

The response time at my house is like 45 minutes and the hospital is 20 minutes away. Call 911 and they have to wake up Jim Bob to go to the Rescue Squad, grab an ambulance, then come get you. Your advice is good for towns and cities, but sucks for rural areas with Vol. systems. Call 911? ABSOLUTELY. Watch someone die while you wait? No. Sorry.

Your advice is spot on for urban or suburban areas in larger cities and towns. In rural and remote areas, it can take an hour for an ambulance to travel to your area. I tranported a head injury patient once, and on my way I called 911 and told them vehicle make/model and would have flashers on, and the cops escorted me the last 10 minutes

My cousin’s daughter had a fever and went into seizures. My cousin transported her because she couldn’t afford an ambulance. Her daughter stopped breathing on the way. You can’t do cpr driving down the road. Long story short, her daughter suffered permanent brain damage. In the long run, as with this Einstein, it’s cheaper to call an ambulance.

These people cannot stay calm in an emergency. They will cost the life of a family member or friend. You have to remain calm to help the person in need. If he had called 911, the ambulance could have met him half way if they lived in a rural or remote area. If she stops breathing, he can’t help her while driving. I have been in this situation several times with family and friends. Keeping a cool head is upmost importance.

Police officers, deputies, and troopers are not mind readers. They can't possibly know your situation. If you have a medical emergency that requires you transport someone to the hospital, call 911. Give them the make, model, color, and license plate of your vehicle and tell them the route you will be taking. They may not escort you to the hospital, but they aren't likely to pull you over if they know your situation. It's also possible an ambulance could meet you half-way. An ambulance with EMTs and medical equipment is better than a pickup with only a drunk son.

ALWAYS pull over if you're being stopped by police. EVERY TIME. Cops can radio anyone and everyone for immediate assistance! In this case, however, it's an old drunk man driving with his very old mother, making a LOT of mistakes. He's drunk. He's driving. He's got a very old woman in the truck. He's breaking a number of traffic laws. Nevermind that she's fine. He's drunk and out of his mind. Excellent work Trooper Denison! This couldn't have gone any better, for everyone involved. I don't know were he lives but I called 911 when my dad fell and he died before anyone showed up to help him. I did everything the lady on the phone said to do but if I would have got him in the car and took him my self he might have had a chance. I live way out in the country and could have went to town and back before any one showed up to his house.

I know it's easy to say what he should have done now. But when you have someone close to you dying you aren't thinking straight and add on top of that he had been drinking. I hope the judge has some compassion for him but he still needs to face his consequences for what he did.

That's a really hard situation. I've been it myself, however had a cop got behind me and attempted to pull me over, I'd stop immediately cuz they'd be able to help get me there faster and safer without having to go to jail.

Yeah, I noticed a couple of different times he was gesticulating with his arms--but I was thinking "How on Earth is the trooper supposed to know what he means!" I agree, would have been much easier if he's simply talked to the officer. Even if he'd called 9-1-1 and told dispatch, at least the trooper would have had some idea of what's doing on.

He should have called 911, he knew he had been drinking. He put her at risk, as well as other people. Trooper Denison could have called an ambulance sooner if he would've pulled over. No escore was possible because the dude was drinking, Trooper Denison would have had to call an ambulance at that point. 🙏 the female (mom) is ok. Thanks NST, Image, is beautiful. ♥️🇺🇸🚑

Not condoning the sons actions but going by what's happening to America (and other parts of ROTW) can I just ask "What would you do if you've had a drink and your momma turns ill? I say again I'm not condoning the sons actions - he could have caused an accident but then again he could have saved his momma's life or not....he aint no doctor he's just a son who loves and cares for his momma and that is rare.

Yes he was wrong, no normal personal would say otherwise. But why is he drinking? Is it because his momma is ill and nearly 6ft under? I've been through shit times...no not drugs or alcohol - I turned to the bridge crossing the river...only reason I'm here is because I didn't do drugs or alcohol to give me the balls to jump. Now I do admit that *everyone is different* I also admit I didn't have a mother who I could love like this man but yet I understand him. I'd have given my right arm for my dad even though he wasn't my paternal dad. Again everyone is different. I hate DUIers and distracted driving but this guy IMHO deserved a little more understanding and compassion.....again that's my opinion because I'm not you I'm an individual aka different.

well.....I would imagine he just upset his mother more than anything else....these people are fools...all they had to do was call an ambulance...believe it or not...an ambulance could have aided his mother and moved through traffic to get her the help she needed...

He Should’ve pulled over, so they could’ve escorted her to the hospital. I’ve had a medical emergency with a late elderly parent, and after 15 minutes awaiting for the PARAMEDICS, I placed my parent in the vehicle and rushed the parent to the hospital. Meanwhile, I contacted the police and informed them of location and nature of the incident. I arrived at the hospital, and parent was rushed to triage. Luckily, the surgeon stated if she arrived later she wouldn’t have made it. By the way, it took the PARAMEDICS 45 minutes to arrive at house, as my family member was at the house waiting for an update on our parent. 911 never canceled the ambulance. So, I don’t know. If i had to do again, then I wouldn’t hesitate.

As far as the charges, that’s for a court to determine, not the court of public opinion. You’re innocent until proven guilty. I simply contrasted the point, waiting for an ambulance, as time may mean the difference between life and death.

The continued lecture in stated fantasies, doesn’t change the narrative, no matter the degree in the depth of diatribe, to which you want to explore. All of these stated subjective theories, does not underline the objective points. By the end of the day, you would have us to believe Santa Claus was somewhat responsible for this incident. This is the point, you’re not a judge or jury, regardless of how many arguments to which you want to entertain. That all belongs in a Court of Law, to which the court of public opinion has no bearing and or merit. Certainly, watching a video for a few minutes, doesn’t place you in a position, to dismiss the right to a fair trial. After all, you clearly missed the point, as the conversation was about “waiting for an ambulance,” nothing more and nothing less. But, let’s all be relaxed, that you will not be on the defendant’s jury, as in your eyes he’s already guilty without due process.

What was the status of the HGN? None. It wasn't performed. A blood draw was automatically triggered for failure to submit to a CBT. Hence, the warrant for blood collection, for failure to submit to a CBT per Arkansas Statue. There were no results released to the forum, of the toxicology per the CMP. You continue to indicate intoxication. Prove it. There exists no guilt to intoxication, as per the alleged offense of DUI/OWI. Furthermore, you haven't illustrated any codes per Arkansas Statue to provide otherwise. In contrast, you can not prove your point. So, you've diminished yourself into attacking me personally. A background of security guard, by no means makes you an expert in the Law. I don't care who you conspire with. It's irrevelant and a non-issue. Nor is it a case by case study to extract a foundation to any legal precedent. Imagine what? I could care less about suppose, "imagine," assume, or any other hypothetical argument. At the end of the day, it's nothing more than opinions and conjecture, devoid of any practicality to the law. Again, the charges levied, are just that "Charges." A court of law, as adjudicated by a judge, will determine the efficay of the charges, through legal doctrine argued by Counsel on the opposing sides. Again, what does your reply have to do with the law? As I previoulsy stated, "he should've pulled over as required by law." And, "the police could've escorted Norma to the hospital." I had to spell it out. Otherwise, you wouldn't haven been able to understand it, as denoted by your argument. Again, what part of the direct object do you not understand? The topic was "awaiting an ambulance per life or death situation." Of course, you're an expert in the law, as you're a "Security Guard." IMAGINE: the tooth fairy is going to award you a quarter, for a tooth under your pillow. IMAGINE: alll of that! What a ruse in disguise. By the way, it's not illegal to transport whisky a.k.a. (alcohol), in any state. Was it opened? What if it was? IMAGINE: the Easter Bunny conveyed upon Harmon to transport it to Frosty the Snowman, for a barbecue. It still does not prove any guilt. And the court of public opinion, or you the "Security Guard," (IMAGINED EXPERT at LAW), aren’t going to change those set of facts.

My mother is still alive today because I acted fast and drove her to the hospital. The doctor told me himself that if I hadn’t done what I did she would’ve died

Insurance didn't cover any of it? My mother had to be transported 5 miles to a hospital. After insurance paid most of it, she paid only $100 out of pocket.

It's not unusual for people to use a SICK family member to get out of trouble. If he cared that much about his mother he would have stopped when the trooper first put the lights on him. The trooper would have escorted him to the hospital. Sad situation but a series of bad decisions by him made all this possible.

My father had a major heart attack while riding to town with my mother. She had to speed to get him to the nearest fire dept, which luckily was just 3 miles away to get help. There was absolutely NO time to wait for someone to come help, she had to do what she had to do. After 2 attempts to revive he did not make it. I have had to transport family members myself to the hospital due to the seriousness of the illness and the fact it takes a long while sometimes to get to us.

ive known people in my area thruout the years whove had serious medical emergencies to where the emt's/ambulance would have taken too long round trip so phone calles were made to the LE to let them know what was going on, the model and make of the vehicle and plate number and route was being taken. many times the people have gotten escorts or ambulance met them half way. you can do alot with a phone call.

I’ve heard folks from other areas talk about our state being pretty. I’ve traveled that road many times and that thought never crossed my mind. Could be because much of our state looks like that, or could be because we have lots of even prettier areas. Anyway, I’ll appreciate it more now. Thanks!

The Troopers did a great job in a difficult situation. The Dispatcher screwed up and didn't call for an Ambulance when the Trooper first requested it. Shame on her.

He lives 30 miles from the nearest hospital. He wasnt about to wait for an ambulance. His sister called the dispatch for him while he was in route. He also was the only one home when his mom fell. Luckily she got to the hospital and was taken care of. She was just released from the hospital today.

Ambulances charge a lot of money to have them come to you unless you have insurance so I get his point of view and probably wasn't thinking straight however he could've called first before or took a few seconds to pull over and let the officer know. I hopely sincerely hope she's still alive🙏

I understand that he should've called 911 otw but waiting for an ambulance in rural areas is a death sentence in most cases. It's a sad fact. In some areas, you're lucky if the police make it to you within an hour...even in life or death situations. 911 operator told me to be quick but safe and if I sped too much I might still face the ticket...but we used flashers and she sent a car to escort from freeway exit.

I retired after 40 plus years in hospitals. One of the many things that because evident to me, and never changed, was the more dramatic and out of control family members were, the more neglected the patient appeared to be.

Call 911, then she would have had care faster than he could drive her to the hospital. Ambulances do use lights and sirens.

Not everyone will give way to police, fire/rescue or ambulances because they have that entitled mentality that they are not doing anything wrong and to hell with the emergency vehicle coming up their ass, and it's happening a whole lot more these days

If he lived in the sticks like most of us in Arkansas do, a volunteer EMT is likely 30 min or more away. An ambulance with a real paramedic may not come. I have known people who have died waiting for first responders

Wait for ambos in my country rural town ..chopper is quicker..as now ambos are often out on other calls..therefore ambos have to come a good 40mimutes away from interstate ..chopper often has to transport to hospitals …

Meanwhile, in Indiana...an expectant Dad is driving his wife to the hospital to have a baby. Hes on the phone with 911, hes got his hazards on and is driving the speed limit...gets pulled over, thrown on the ground and held at gunpoint. Mom, about to have the baby, screams for help, the cop WAITS 15 Minutes to call an ambulance, she gives birth, alone, in the ER with minutes to spare. Cord wrapped twice. They settled out of court. Moral of this story? Sometimes, you need to let them go to the freaking hospital!!!!!

I understand that sometimes paramedics would take a long time to get to someone, and time is of the essence. I get it. But if a cop pulls you over, then pull over. Chances are likely the officer will escort you to the hospital.

I was in anaphylactic shock late one night heading at a high rate of speed for the hospital. No shoes, no shirt and barely able to breath. I was wishing a cop saw me so I could hop in his car and get to the emergency room faster. One needle, in the butt, of adrenaline and a few minutes later I was fine.

This is awful! Mom in truck sick, emergency help taking for ever and no one is deescalating this situation. Why did they take so long to call for an ambulance. This guy was right about the time for emergency help to arrive. His live for his mom made him irrational. Bless his heart!

The trooper called for an ambulance as soon as he pitted the pickup truck. The second trooper asked for an ambulance because the first trooper wasn’t sure if the message went through initially. Ambulances aren’t sitting on every corner and take time to respond, especially when they are constantly tied up with BS that don’t require an ambulance. Maybe if this clown (who was drunk) hit and injured one of your loved ones while doing his best Jeff Gordon impression you might put the blame on the person who caused this whole mess. 🤷‍♂️

You know this really irritates me when I see so many people upset because they didn't let the guy stay in the car as Former NYPD first you must consider the fact that he's not in his right state of mind what if he's armed are you going to take that chance? Cause damn right, I would have yanked him out of that truck it's an officer safety thing, people. Then the other issue I get that some places it takes too long for the ambulance to get there, call 911, give a description of your vehicle and direction of travel and location. I've had that happen plenty of times we had 4 units waiting for the car we had two units block off traffic and the other units leap frogged and gave them a clear path to the hospital and mind you this was in NY where EMS response is typically 3-4 minutes but we all have family too and we wanted them to make it to the hospital, the hospital was also notified in advance and had a team awaiting the patient That's how it's done

Cops were pretty patient with him. In CA dude woulda been tazed and immediately on the ground. He wouldn't have been able to sit with his mother for any length of time. Ridiculous that he thinks his mother being sick allows him to speed while intoxicated putting the rest of us at risk. And she didn't die. She was released from the hospital today per one of her relatives.
