Id dare say Jake was a better person than Rango at first. He was just doing what he had to, to survive in a harsh enviornment. He called Rango out on his weasly behavior and was always harsh to the tortoise guy, knowing he was far worse. Rango, Jake and The Mayor are all survivors, just in different ways. Rango was thrust into the situation and had to figure it out on the fly, Jake was forced into it by being born into it, but The Mayor was truly bad by choosing to be as such. Just a sleazy oil baron.
