Leon and Chris are unlocked upon earning completion medals throughout Raid Mode. The katana is unlocked in campaign by completing Invisible Mode, while getting it in Raid Mode requires unlocking Cipher which also requires completion medals, 90 to be exact.

Invisible Mode must be unlocked for each episode individually by simply completing the episode, and it can be purchased for 1000 BP per episode in the Rewards menu.

Maps and weapons from all the games. Plus no more limited arsenals. Anyone can use any weapon. That would be friggin' phenomenal!

No, they're unlockables. Only Albert Wesker and HUNK are DLC characters, and I guess technically Evgeny is too because you get him by completing "The Struggle" which is an extra episode.
