Measuring the parts that are connected to the CDI, which is the first thing you should do (first you should replace the spark plug, thanks to LetsPatrick) if the scooter has no spark before you exchange the CDI.
CDI gets the current through the high-voltage winding? (Winding to measure Ohm)
She gets the +12 volts from the ignition? (Voltage measuring)
Gets the CDI ignition pulses from the Zündgeber (pickup)? (Winding to measure Ohm)
Opens the ignition the "Abstellkontakt"? (Contact to measure Ohm)
Is the CDI connected to the ignition coil? (In Ohm measure)
If this is true then it may be only the secondary winding of the ignition coil or the CDI itself be is broken, or the pickup is too far from the flywheel away because the usually sits outside on the main field. The CDI itself can be difficult to measure with multimeter but if everything else is ok we can assume that it could be the CDI.
