@@hastalavista6172 he can speak English as most of the indians can as we have a separate English subject in our school syllabus. but sometimes we couldn't understand what someone said. and don't even ask him again because of some hesitation of being inferior in front of our gusts we must ask again as English is not our first language so there is a chance of making mistakes in understanding. rajisthan is pure hindi belt only 5 to 6% people speaks English there and their most of the guests are also Hindi speakers so its not a serious mistake. even foreigners should understand that.
