Not necessarily. Suspecting someone of committing a crime and proving it are different. Yeah, they could have arrested her 15 years ago. And possibly took her to trial for the crime. But without enough evidence to prove her guilt she would have been acquitted and set free. Which means any additional evidence against her would be worthless. Because she would have been acquitted and could not be charged for the same crime.

@danor6812 Yes thank you I am aware of how the system works. What I meant by my comment, was that they have the exact same evidence today that they had 15 years ago. The case was taken over by a different detective, which used the evidence that was available 15 years ago, to seek out a prosecution against the alleged perpetrator. If the detectives that were on the case 15 years ago did their due diligence, she could have been arrested 15 years ago. Hence my comment.

Was the screen the only evidence police had to think someone broke in? Her bed was against wall under window. So how would someone break in and not wake her up? Was there any evidence that indicated someone had crawled through? Mud, dirt, smudges or prints on window? How was door locked? Was deadbolt locked? Bed was covered in blood, how would the killer crawl over bed to go back out window and not get blood on other things? Anita had issues with roommate, and was apparently scared of her. Roommate was conveniently gone all weekend at parents. But Anita was discovered on Monday. Why was roommate avoiding apartment? Why did police not take DNA of roommate? Obviously the original investigators were complete idiots or were possibly friends of roommates parents? There is a reason why arrest was made after they retired.
