Darrell Brooks did not have shock devices on his ankles. He had to be restrained because he is in custody and for his behavior. Look at how he acted to the judge, the witnesses, the prosecutors and bailiffs. I believe DB would have acted out and hurt people if he had not been restrained. He pounded his fist on desk multiple times, lashed out at judge and prosecutors. He mumbled and said disparaging things during witnesses answering questions when prosecutors were asking questions, especially when his own witnesses were being cross examined by prosecutors. He is simply a repulsive, narcissistic conman, self-centered, professional liar, manipulative and has always gotten away with just about everything in life.

I saw a hearing from Milwaukee December 2. 2021: The reason for the hearing was: How could it happend that DB was free on bond in March 2021 and again in November 2021. A lot of talk from committee members -DA - cheif judge - defence lawyer - court reporter. Summary: The court was locked down during Covid19 so they had more that 2,000 case waiting for court. DB found a loophole that he was intiteted to have his case before a judge within 90 days else was should be out on bond. The court report file from that was not fully uploaded (due to old and new IT systems not "talking together")- which lead to a wrong recommendation from a junior DA - the very low bond - it should have been $200.000 cash. All parties have been working - after this - together to make a better coordination + a better training. The prison kapacitet in Wisconsin is long exceeded - so new prisons have to be built - but it they don't have the money to do that. Ex.: Dodge Correctional is sat to keep around 1,200 inmates and there are more than 1,500.
