Well it did say in the audio log that they would wait until the monsters killed each other but yes some are immortal so some might stay alive after its all over. And new SCPs might pop up after everything returns back to normal.

I think what it was going for is that the end of the world scenario actually did happen in the past but the SCP Foundation covered it up. It will most certainly not be used in the case of an end of the world scenario now because many of the buildings are unfit for human habitation. Also in the natural history museum of Unlondan there was an exhibit called "The Fall of Man" featuring several known SCP entities.

All SCP, SCP-1678 is under the Protective Commons License. So you can use it in a book, just that your book has to be under that same license as well. Now, if you're just writing something that is also quite like a Vault in Fallout universe, you might be able to get away with enough variations.
