They are usually put together to perform specific task and when (or IF as some are ongoing or permanent but most aren't) that task is finished or no longer required/possible they are usually disbanded unless they proved rather effective and/or the task required set of abilities 09 sees as being required again, be immediately or in possible future. This original task is usually where the name comes from.

This is potentially the scariest scp for me personally, because if someone told me to my face that there was a drink called Diet Ghost with the catchphrase “scare your thirst!” (Not to mention the sticker with “made with natural ghosts” which would completely seal the deal for me) I would absolutely need to ingest some as soon as physically possible; and if someone told me that you get HAUNTED when you drink it, that would only Further Compel Me to drink it.
