The "topless power up" is a well established trope in anime, whenever a muscular protagonist syarts to get serious his shirt comes off, the most egregious examples are Kenshiro from FotNS, who ripped his vest in almost every episode, and Shiryu from Saint Seiya, who actually wears a mythical protective armor but nonetheless takes it off when he's about to perform his strongest attack, despite the obvious huge disadvantage in doing so. In comparison Goku is much more modest he doesn't go shirtless until the final fight with the main villain of the arc, and often he doesn't just take his shirt off, it just gets disintegrated by the enemy's attacks.
